In 2017, Xi'an built-up area will achieve no coalification

According to Xi'an Iron Handling Office, as a major polluter in Xi'an, Datang Yuqiao Thermal Power Plant plans to invest 110 million yuan during the year to complete the ultra-low emission conversion of two 125,000-kilowatt units and eliminate two high energy consumption. The 125,000-kilowatt unit reduces pollutant emissions. At the same time, this year's series of measures to reduce coal and reduce emissions will become the booster for Xi'an's “iron-iron cure”.


The three major polluting enterprises will implement ultra-low emission transformation during the year.


Datang Yongqiao Thermal Power Plant is an important power support point in the eastern part of Xi'an and the largest thermal production base in Xi'an. It has invested about 480 million yuan for environmental protection and has achieved ultra-low emissions. The annual emission of soot, sulfur dioxide and nitrogen oxides is reduced by about 1,600, 1,100 and 400 tons.


In 2016, the plant has invested about 160 million yuan for environmental protection. After the transformation, the emission concentrations of soot, sulfur dioxide and nitrogen oxides all meet the standards of 20, 50, 100 mg/standard cubic meter.


During the year, the plant will complete the ultra-low emission conversion of two 125,000-kilowatt units, and deepen the feasibility study of the “coal to gas” project based on the investigation of the gas units of Beijing Gaojing Thermal Power Plant. At the same time, two high-energy 125,000-kilowatt units were eliminated to reduce pollutant emissions.


In addition, in order to speed up the transformation of coal-fired thermal power units, in addition to the ultra-low emission transformation of two 125,000-kilowatt units of Yanqiao Thermal Power Plant, the coal-fired units of Xijiao Thermal Power Plant 2×50,000 KW (3#, 4# units), Guowei Starch The coal-fired unit of the plant (1—4# unit counts 54,000 kilowatts) also needs to complete the ultra-low emission transformation. At the same time, coal-fired thermal power units are encouraged to “coal to gas”, “coal to electricity” or coal to clean energy. To achieve at least ultra-low emission levels for coal-fired thermal power units in the city.


Prioritize the demolition of urban wind direction and ventilation corridor coal-fired boilers


In addition to the ultra-low emission transformation of large emitters, Xi'an will speed up the demolition of coal-fired boilers this year, consolidate the results of “zeroing” of coal-fired boilers in local units of 20 tons/hour or less in the built-up area; complete 40 units of coal-fired boilers And the demolition of not less than 220 local units of coal-fired boilers under 20 steam tons/hour outside the built-up area, and preferentially demolishing coal-fired boilers in urban wind direction and ventilation corridors.


Speed up the transformation of coal-fired boilers. Before the end of October 2018, the city's 20 steam tons / hour or more coal-fired boilers all implemented "coal to gas", "coal to electricity" or coal to clean energy, and did not have the transformation conditions to implement ultra-low emission transformation. Among them, the central heating coal-fired boiler of 100 steam tons/hour or more before the end of October 2017 was completed. Encourage other coal-fired boilers to be retrofitted in advance.


The transformation of low-nitrogen emissions for gas-fired boilers will be no less than 40 during the year. All 20 steam tons/hour coal-fired boilers are equipped with online monitoring facilities for flue gas.


Clean energy replacement rate in the built-up area strives to reach 100%


This year, Xi'an will continue to strictly control the total coal consumption. Completed the task of reducing the total amount of 1.7 million tons of coal, of which the reduction of loose coal is not less than 1.3 million tons, and the proportion of coal in total energy consumption has dropped below 67%, striving to reach the proportion of total coal energy consumption in the city at the end of the 13th Five-Year Plan. Reduce it to below 50%.


It is strictly forbidden to add coal-fired facilities. According to the provincial government's “no new construction or expansion of coal-fired facilities within 100 km around Xi'an”, the examination and approval departments at all levels will no longer handle the relevant construction procedures for new coal-fired facilities projects, and strictly investigate and punish new construction projects.


In the built-up area (except central heating), the “non-coalization” will be basically realized, and the clean energy replacement rate will strive to reach 100%; the scattered coal used by residents, commercial enterprises, institutions and enterprises in the outer street towns will be basically composed of natural gas and electricity. Replacement of LPG or clean coal with cylinders under 15 kg; clean energy replacement rate for residents, agricultural production and commercial activities in rural areas, 70% in rural areas and 30% in rural areas.


Units and individuals engaged in the production and living activities of various industrial production, food processing, small workshops, bathing, etc., shall use the raw coal facilities to be demolished within a time limit, and all shall be replaced by clean energy. For the use of raw coal for residents' lives, a subsidy encouragement policy will be introduced, and all electricity and liquefied gas will be used instead.


For rural greenhouses and aquaculture coal, use clean energy such as electricity, light oil, liquefied petroleum gas, LNG, alcohol-based fuel, etc., and study and introduce subsidy policies. For brick kiln, lime kiln and other kiln, the use of clean energy is preferred. If the technical requirements are not met, high-quality coal can be used, but a purification device must be installed to ensure compliance.


For the villagers to use warm coal and use raw coal for the accident, a subsidy policy will be introduced to promote the use of civilian clean coal stoves, plumbing heating systems, liquefied gases, induction cookers, biogas and other means. If there is no condition, it can be replaced by clean coal.


Vigorously promote natural gas into the village, home improvement project


Xi'an will actively promote the management of loose coal. Accelerate the construction of infrastructure such as “grid, natural gas pipeline network, and heat pipe network” to ensure clean energy supply, and solve urban old communities and cities by replacing electricity with coal (salary) and gas instead of coal (salary). Nakamura, bazaars and urban-rural integration, pollution of civil dry coal combustion in rural areas, pollution problems in rural areas, such as straw heating, cooking, suburban facilities, agricultural planting, coal burning, thermal insulation, etc., effectively controlling scattered surface pollution and Small and micro pollution sources.


Xi'an will speed up the implementation of gasification projects, the urban gasification rate will reach 88%, the county level will reach 60%, and the street town will reach 40%. Vigorously promote the entry of natural gas into the village and the household renovation project, and complete no less than 20,000 household transformation tasks throughout the year.


In the future, all existing coal-fired heating facilities in towns and key towns above the county level will be dismantled and eliminated, and can be replaced with clean energy heating devices such as natural gas and electric power to ensure scattered coal in urban areas. Before the end of October, coal-fired facilities such as enterprises and institutions in the towns and towns above the county level and commercial canteens, tea stoves, and heating facilities were all removed and replaced, and they could be replaced with clean energy such as natural gas and electricity. Mountain-built towns that do not have replacement conditions should be replaced with clean coal.


At the same time, Xi'an will introduce support policies to promote clean and warm. Vigorously promote new technologies such as solar energy, geothermal energy, dry hot rock, sewage energy, electric heating film, carbon crystal plate, graphene heating device, photovoltaic power generation and other new energy and energy clean utilization, and natural gas heating distributed energy management system, During the year, the proportion of new energy consumption in the city increased to over 11%; the penetration rate of central heating (or clean energy heating) in built-up areas reached more than 85%, and the county reached more than 65%.


In the citywide, the comprehensive promotion of geothermal energy deep-seated heat transfer technology and sewage source (reclaimed water) heating and cooling technology will be introduced to replace coal-fired heating. In conjunction with the introduction of relevant policies in the province, we will improve the introduction of Xi'an geothermal energy development and utilization management policies and incentives for geothermal energy heating, taxation, and price, and promote coal to heat consumption.


Strengthen supervision of all aspects of coal supply and distribution


Xi'an will strengthen supervision over the supply, storage, distribution and use of coal. Establish and improve the consumption information statistics system for bulk coal purchase and sales by district and county, and realize information management for all aspects of coal supply, storage, distribution and use. Strengthen the rectification work of existing open-pit coal piles, and make closed (covered) storage, closed distribution, and control dust pollution.


At the same time, continue to deepen the special rectification of coal business sites, and rectify the coal business sites within the scope of the distribution system in accordance with the standard requirements; all illegal business outlets will be banned.


To promote the revision of industrial and civil coal-fired standards, strict restrictions on sulfur, ash, volatiles, etc., to force the use of clean coal by mandatory standards. At the same time, the quality of the products of coal-operated enterprises shall be marked, and coal products without signs or substandards shall not be sold or used.
