During the two sessions in Beijing, members of the Beijing Political Consultative Conference, professors of the Capital Sports Institute, Chinese stadium management experts, and experts in the ice and head industry think tank Huo Jianxin suggested improving the standards of ski resort facilities in China, increasing the safety standards and operational management standards for ski resort facilities, and The national conditions have raised the site safety standards to mandatory standards.


1. The new round of skiing construction "frenzy" is coming, and the improvement of skiing sports facilities standards is imminent

Huo Jianxin said: "At present, the development of ski resort facilities and skiing sports in China is not coordinated, and there is still a big gap between the developed countries and ski resorts. There are repeated constructions in China and the problem of uneven location and low quality. As a result, malicious competition has occurred and cannot meet the needs of different levels and different groups of people. In addition, the shortage of ski resorts, the lack of standardization of ski trails, and the lack of uniformity are also prominent.

Huo Jianxin said that the most fundamental reason for these problems is that the standards for skiing sports facilities in China are still not perfect, lacking access mechanisms, standardization and non-uniformity, and fewer mandatory standards.


Not long ago, the State Sports General Administration, together with the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Land and Resources, the Ministry of Housing and Urban-Rural Development, and the National Tourism Administration jointly formulated and issued the National Snow and Ice Site Facilities Construction Plan (2016-2022). The plan clearly states that by 2022, the number of national ice skating halls will be no less than 650, of which no less than 500 will be built; the number of ski resorts will reach 800, the area of snowy roads will reach 100 million square meters, and the length of snowy roads will reach 3,500 kilometers. There are no fewer than 240 new ski resorts.


“This will trigger a new round of skiing construction frenzy, and the improvement of skiing venue facilities standards is imminent.” Huo Jianxin suggested establishing a sound access mechanism for new ski resorts to avoid duplication of investment and waste of resources and to prevent vicious competition.


According to Huo Jianxin's research, there is only one mandatory standard for ski resort facilities in China, and the content is relatively simple and the coverage is narrow. “It should be added to meet the current development of ski site operation management standards and facility safety standards, and according to national conditions, the facility safety standards can be raised to mandatory standards,” he suggested.


2. Submit a proposal to “accelerate the construction of new ice-based project training venues in Beijing universities” to provide space and platform for the development of ice sports in colleges and universities.


In addition to paying attention to the construction of ski resorts, Huo Jianxin also brought a proposal to speed up the construction of new ice-based project training venues in Beijing universities.


His research found that there are few standard ice training venues in Beijing, which is difficult to meet the requirements of professional training, and the management is not standardized. In addition, Beijing universities are blind spots for ice sports.


Huo Jianxin said, "Although the number of young hockey players is quite high and the level is high, it is difficult to develop up to the high school and above. There is no one in Beijing that has formed a hockey team."


Huo Jianxin suggested that it is very necessary to establish a standard ice sports venue in professional sports colleges to provide space and platform for the development of ice sports in colleges and universities, to fill the blind spot of ice sports in Beijing universities. Through the cooperation and development of professional sports colleges and primary and secondary schools, it creates favorable conditions for the ice sports to enter the primary and secondary schools.
