Hao Yanwei, spokesperson and deputy director of the Shaanxi Provincial Environmental Protection Department, said that 2017 is the first year of the first phase of the Air Pollution Prevention Action Plan. Affected by many factors, at present, the atmospheric environment quality situation in Shaanxi Province is more severe, and the governance task is very arduous. In order to effectively improve the quality of the atmospheric environment, the Shaanxi Provincial Party Committee and the provincial government listed this year's atmospheric management as the “number one project” for environmental protection work, requiring strong measures to adopt iron fist measures. The Shaanxi Provincial Government has researched and formulated the “1+9” Action Plan, which clarifies the goals, tasks, measures and requirements for the treatment.

According to reports, the "1+9" Action Plan, namely the "Iron Work Plan for Safeguarding Blue Sky 2017" + Joint Action Plan for Joint Prevention and Control, Special Action Plan for Coal Reduction in Guanzhong Region, and Special Action Plan for Comprehensive Utilization of Biomass in Straw "Special action plan for clean-up and ban" of "disorganized pollution" enterprises, special action plan for pollution control of low-speed and cargo diesel vehicles, special action plan for remediation of volatile organic substances pollution, special action plan for environmental monitoring and enforcement of key gas sources for gas-related projects, special project for coal-fired boiler demolition 9 special action plans, including action plan and dust control special action plan.

Nine special action plans are the top priority of this year's iron fist treatment in Shaanxi. Among them, the "Joint Action Plan for Joint Defense" requires "unified planning, unified standards, unified monitoring and unified prevention and control measures" for air pollution control in Guanzhong area, and resolutely fights the battle for air pollution control and protracted war; the Coal Reduction Action Plan requires Vigorously promote coal-to-electricity, coal-to-heat and other projects. This year, the city of Guanzhong will complete 10 million tons of coal reduction in 6 districts. In addition, Shaanxi basically eliminated the yellow standard car at the end of June this year. Before the heating season, the coal-fired boilers in the urban built-up area of Shaanxi and northern Shaanxi and the Guanzhong area were basically dismantled, and the urban built-up areas of Xi'an, Xianyang and Weinan were dismantled below 20 tons/hour. The coal-fired boilers in other areas will dismantle coal-fired boilers of 10 tons/hour and below to effectively solve the problem of coal-fired pollution.

In 2016, Beijing, Hebei, Shanxi and other places have successively carried out the projects of “reducing coal and replacing coal” and “returning coal by electricity”. A large number of coal-fired boilers have been dismantled and eliminated, and cleaner and safer electric heating equipment has been “formally put into service”. Among them, air-source heat pumps have been put into use by virtues of green environmental protection, high efficiency and energy saving, and have been welcomed by many residents. The introduction of the nine action plans of Shaanxi Province not only helped the ecological environment construction of Shaanxi Province, effectively reduced coal pollution, but also successfully provided a new round of application market for clean energy represented by air source heat pump, and accelerated the action of the blue sky. .
