Recently, the State Council issued the "13th Five-Year Plan for Energy Conservation and Emission Reduction" (hereinafter referred to as the "Program"), which clarified the main objectives and key tasks of the "13th Five-Year Plan" for energy conservation and emission reduction, and carried out national energy conservation and emission reduction work. According to the "Program", by 2020, the national energy consumption per 10,000 yuan of GDP will be 15% lower than that of 2015, and the total energy consumption should be controlled within 5 billion tons of standard coal. The total amount of chemical oxygen demand, ammonia nitrogen, sulfur dioxide and nitrogen oxides in the country is controlled at 2001 million tons, 2.07 million tons, 15.8 million tons and 15.74 million tons respectively, which is 10%, 10% and 15% lower than that in 2015. 15%. The total amount of volatile organic compounds discharged nationwide fell by more than 10% from 2015.


The "Proposal" has clarified specific measures to promote energy conservation and emission reduction from 11 aspects.


1. Optimize the industry and energy structure and promote the transformation and upgrading of traditional industries.

3. Deepen the reduction of major pollutants, and establish and improve the total amount control system for enterprises and institutions through the implementation of the sewage permit system.


4. Vigorously develop circular economy, promote recycling of parks, and strengthen urban waste treatment and comprehensive utilization of bulk solid waste.


5. Implement key projects such as energy conservation, recycling economy, major atmospheric pollutants and major water pollutants emission reduction.


6. Strengthen energy conservation and emission reduction technology support and service system construction, and promote energy consumption and energy conservation in areas such as regions, towns, parks, and energy-using units.


7. Improve policies such as price charges, fiscal incentives, and green finance to support energy conservation and emission reduction.


8. Establish and improve the market-oriented mechanism for energy conservation and emission reduction, and implement contract energy management and third-party management of environmental pollution.


9. Implement the responsibility of energy conservation and emission reduction targets, and strengthen evaluation and assessment.


10. Improve the laws, regulations and standards for energy conservation and environmental protection, strictly supervise and inspect, and improve the level of management services.


11. Mobilize the whole society to participate in energy conservation and emission reduction, promote green consumption, and strengthen social supervision.

     

        With the development of China's economic construction and the advancement of industrialization and urbanization, the demand for refrigeration, air conditioning and heating has increased rapidly. In 2016, the domestic air energy industry entered a new stage of development, not only from the national level of policy implementation, local governments at all levels under the "coal to electricity" policy, the construction of heating infrastructure is also ongoing, Jinan In Tianjin, Beijing, Hebei and other places, air-energy heat pump heating has become a new standard for urban heating projects.
