On November 7, the National Development and Reform Commission and the National Energy Administration held a press conference and officially released the "13th Five-Year Plan for Power Development". Subsequently, a number of special plans for energy and power fields, such as electricity, hydropower, wind power, coalbed methane, biomass, renewable energy, natural gas, and solar energy, which were organized by the National Energy Administration, were announced.

In 2016, the contradiction between abandoning wind, abandoning light and abandoning water became more and more prominent. Industry experts blamed the lack of planning in the first two years. The introduction of the above-mentioned multiple plans will give direction to the next step of the development of the power industry. The most important among many plans are the 13th Five-Year Plan for Energy Development and the 13th Five-Year Plan for Power Development. If you want to pull out a main line from multiple plans, this is the direction and path of market-oriented reforms.

1. "Eleventh Five-Year Plan for Power Development" (2016-2020)

The 13th Five-Year Plan for Electric Power Development (2016-2020) clearly states that by 2020, the installed capacity of non-fossil energy power generation will reach 770 million kilowatts, and the proportion of power generation will increase to 31%; the installed capacity of gas power will increase by 50 million kilowatts. , reaching more than 110 million kilowatts, accounting for more than 5%; coal power installed capacity is expected to be controlled within 1.1 billion kilowatts, accounting for about 55%; the construction of "Western Power East" transmission channel for UHV transmission and conventional transmission technology, The newly added scale is 130 million kilowatts, which is about 270 million kilowatts; the installed capacity of pumped storage power stations is about 17 million kilowatts, reaching 40 million kilowatts, and the newly added single-cycle peak-adjusting gas power is 5 million kilowatts; cogeneration units and conventional The scale of coal-electricity flexibility transformation reached 133 million kilowatts and 86 million kilowatts respectively; strive to eliminate the thermal power backward production capacity of more than 20 million kilowatts; all coal-fired units with conditions above 300,000 kilowatts achieved ultra-low emissions; The amount is about 450 billion kWh.

2. "13th Five-Year Plan for Renewable Energy Development"

The 13th Five-Year Plan for Renewable Energy Development clearly states that by 2020, the price of wind power projects can compete with local coal-fired power generation platforms; by 2020, the problem of water and electricity abandonment will be basically solved, and wind power and solar power in power-limited areas will be solved. The annual utilization hours of power generation fully meet the requirements of full-guaranteed acquisition; comprehensively promote the development of wind power, in accordance with the principle of “comprehensive planning, integration and integration, land and sea, and effective utilization”, strictly develop and construct and market consumption, and promote In-situ development and efficient use of wind power, actively support the development of scattered wind energy resources in the central and eastern regions, promote the construction of large-scale wind power bases in an orderly manner, actively and steadily carry out offshore wind power development and construction, and improve industrial services on the premise of eliminating the market and guaranteeing the conditions for delivery. system. By the end of 2020, the national wind power grid-connected installation will ensure more than 210 million kilowatts; accelerate the development of wind power in the central and eastern regions, build a “three north” large-scale wind power base in an orderly manner, actively and steadily promote the development of offshore wind power, and effectively improve the capacity of wind power consumption.

3. "Thirteenth Five-Year Plan for Wind Power Development"

The "13th Five-Year Plan for Wind Power Development" clearly states that by the end of 2020, the cumulative installed capacity of wind power will be guaranteed to reach 210 million kilowatts, of which the installed capacity of offshore wind power will reach 5 million kilowatts; the annual power generation capacity of wind power will be 4200. Billion kWh, accounting for about 6% of the country's total power generation. Effectively solve the problem of abandoning winds, the “Three North” region has reached the minimum guaranteed acquisition and utilization hours; the wind power equipment manufacturing level and R&D capability have been continuously improved, and 3-5 equipment manufacturing enterprises have reached the international advanced level and the market share has improved significantly. .

4. "13th Five-Year Plan for Solar Energy Development"

The "13th Five-Year Plan for Solar Energy Development" clearly states that by the end of 2020, solar power installed capacity will reach 110 million kilowatts or more, of which photovoltaic power generation capacity will reach 105 million kilowatts or more, and maintain stable development on a "12th Five-Year Plan" basis every year. Scale; solar thermal power generation installed to reach 5 million kilowatts. The solar thermal utilization heat collection area reaches 800 million square meters. By 2020, the annual solar energy utilization will reach 140 million tons of standard coal.

5. "13th Five-Year Plan for Hydropower Development"

The 13th Five-Year Plan for Hydropower Development clearly states that the newly started conventional hydropower and pumped storage power stations in the country will each have about 60 million kilowatts, and the newly-invested hydropower will be 60 million kilowatts. In 2020, the total installed capacity of hydropower will reach 380 million kilowatts. Hydropower is 340 million kilowatts, pumping energy storage is 40 million kilowatts, annual power generation is 1.25 trillion kilowatt hours, equivalent to about 375 million tons of standard coal, and the proportion of non-fossil energy consumption is kept above 50%. The capacity of “West-to-East Power Transmission” has been continuously expanded. In 2020, the scale of hydropower transmission reached 100 million kilowatts. It is estimated that the installed capacity of hydropower in the country will reach 470 million kilowatts in 2025, including 380 million kilowatts of conventional hydropower, about 90 million kilowatts of pumped storage, and 1.4 trillion kilowatt hours of annual power generation.

6. “13th Five-Year Plan” for the development and utilization of coalbed methane (mine gas)

The "13th Five-Year Plan" for the development and utilization of coalbed methane (coal mine gas) clearly states that during the "13th Five-Year Plan" period, the newly discovered coalbed methane reserves will be 450 billion cubic meters, and 2-3 coalbed methane industrialization bases will be built.
