Sports tourism is a new form of industry in which the tourism industry and the sports industry are deeply integrated. In order to thoroughly implement the "Guiding Opinions of the General Office of the State Council on Accelerating the Development of the Fitness and Leisure Industry" (Guo Dang Fa [2016] No. 77) and the "Opinions of the General Office of the State Council on Further Expanding Consumption in the Field of Tourism, Culture, Sports, Physical Education and Elder Education" ( Guo Banfa [2016] No. 85), vigorously develop sports tourism, and now put forward the following opinions.


First, fully understand the importance of vigorously developing sports tourism


Sports is an important resource for the development of the tourism industry, and tourism is an important driving force for the promotion of the sports industry. Vigorously developing sports tourism is an inevitable requirement for enriching the tourism product system, expanding the tourism consumption space, and promoting the transformation and upgrading of the tourism industry. It is an inevitable choice for revitalizing sports resources, realizing the deep integration of national fitness and universal health, and promoting the quality and efficiency of the sports industry. It is of great significance to cultivate new kinetic energy for economic development and expand new space for economic development.


At present, China has entered a stage of decisive victory in building a well-off society in an all-round way. The people's diversified sports and tourism and leisure needs are growing. Sports tourism has become an important lifestyle. Industrial development has formed a certain market scale and achieved certain economic benefits. Social benefits. However, the problems of insufficient overall supply of sports tourism, single product structure, lagging infrastructure construction, and unsatisfactory institutional mechanisms are still outstanding. It is necessary for the tourism department and the sports department to strengthen cooperation, innovate working methods, form work synergies, fully mobilize the enthusiasm of all aspects of society, accelerate the cultivation of sports tourism consumer market, continuously optimize the sports tourism supply system, and continuously improve sports tourism in the tourism industry and sports industry. The proportion of sports tourism plays an important role in “stable growth, reform, restructuring, and benefiting the people”.


Second, the overall requirements


(1) Guiding ideology


Fully implement the spirit of the Party's 18th and 18th Central, 4th, 5th and 6th Plenary Sessions, adhere to the "four comprehensive" strategic layout, and firmly establish innovation, coordination and greenness in accordance with the decision-making arrangements of the Party Central Committee and the State Council. The concept of open, shared development, fully exploit and give play to the advantages of China's sports tourism resources, promote the deep integration of tourism and sports, cultivate and strengthen the cluster of sports tourism enterprises, build China's sports tourism industry system and brand, and cultivate sports tourism into the national economy. The new growth point will continue to meet the multi-level diversified fitness and tourism and leisure needs of the people, and make greater contributions to the comprehensive construction of a well-off society and “healthy China”.


(2) Basic principles


- Market-led, government support. Give full play to the decisive role of the market in resource allocation, increase government support, stimulate social vitality and corporate motivation, and establish and improve the sports tourism industry system.

In order to meet the growing demand for sports tourism and leisure of the people, we will cultivate and strengthen the main body of sports tourism enterprises, accelerate the supply-side reform of sports tourism, continuously improve the supporting facilities for sports tourism, and improve the level of sports tourism services.


——Strengthen the characteristics and build the brand. Develop sports tourism products and projects with regional characteristics and industrial characteristics, increase sports tourism promotion and market development, build sports tourism brands, and expand the influence and popularity of China's sports tourism in the world.

Strengthen the management and supervision of the sports tourism market, and promote the standardization and specialization of sports tourism services. Strengthen international cooperation and exchanges, learn the concepts and methods of international advanced sports tourism, and improve the modernization, specialization and internationalization of sports tourism services in China.


(3) Development goals


The sports tourism infrastructure and supporting service facilities have been continuously improved, the development environment has been further optimized, and a sports tourism industry system and product system with reasonable structure, complete categories and complete functions have been basically formed. By 2020, 100 important sports tourism destinations will be built nationwide, 100 national sports tourism demonstration bases will be built, 100 sports tourism boutique events will be launched, 100 sports tourism boutique routes will be built, and 100 sports will be cultivated. The high-profile and market-competitive sports tourism enterprises and well-known brands, the total number of sports tourism reached 1 billion, accounting for 15% of the total number of tourists, and the total consumption of sports tourism exceeded 1 trillion yuan.


Third, the key tasks

Strengthen the demonstration and lead, start from the construction of facilities and service standards, formulate standards for sports tourism demonstration bases, and plan to build a number of “national-level sports tourism demonstration bases”. Nurturing a group of national-level tourist resorts and boutique tourist attractions featuring sports. Actively promote various sports facilities and sports training bases to provide sports tourism services. Encourage enterprises to integrate resources, highlight characteristics, and build sports-themed hotels.


(2) Cultivate the event tourism market. Support all kinds of sports events at all levels, enrich the supply of event activities, build the brand of event activities, revitalize the stadium facilities, upgrade the level of supporting services, and focus on the development of professional sports with high degree of marketization such as football, basketball, volleyball, table tennis and badminton. Event and skiing, marathon, bicycle, mountain outdoor, martial arts and other market-based mass sports events, promote the close integration of sports events and tourism activities. Guide tourism enterprises to promote sports event tourism, and encourage travel agencies to design and develop sports tourism specialty products and boutique routes in conjunction with domestic sports events. Support the development of traditional sports activities with local characteristics and national customs characteristics, promote the combination of special sports activities with the design and development of regional tourism projects, the inheritance of sports culture protection and the poverty alleviation of sports tourism in ethnic areas, and create sports tourism activities with regional and ethnic characteristics. The “National Key Sports Tourism Festival Directory” was launched in phases and in batches.


(3) Cultivating the main body of the sports tourism market. Support special sports tourism enterprises and encourage the development of professional sports tourism operators. (4) Improve the manufacturing level of sports tourism equipment. Encourage equipment and equipment manufacturing enterprises to extend their development to the service industry, and cultivate a group of independent sports tourism brands and backbone enterprises.


(5) Strengthening the construction of public service facilities for sports tourism. Actively promote sports travel insurance.


Fourth, safeguard measures


(1) Improve the working mechanism. Establish a close working mechanism for the tourism department and the sports department, strengthen leadership over sports tourism, coordinate and formulate relevant policies on promoting the development of sports tourism, and strive for relevant project funding support, research and deployment of major activities and work measures. Tourism and sports departments at all levels should establish corresponding working mechanisms, strengthen cooperation, and jointly promote the sustainable and healthy development of the sports tourism industry. Standardize the construction standards for recreational greenways, bicycle lanes, hiking trails and related camps, terminals, etc., and explore the establishment of sports tourism statistics system and industry monitoring mechanism. (2) Increase policy support. We should make good use of the preferential policies of the country and local governments to support the development of the tourism industry and sports industry. Coordinate and strive for policies on land use, infrastructure construction, tax and fee concessions, etc., and increase support for sports tourism projects. The special funds for tourism development at all levels and the guiding funds for the sports industry will give priority support to eligible sports tourism projects, and will give a tilt to the support fund arrangement for projects with good operational efficiency and obvious demonstration actions. Strengthen cooperation with financial institutions and increase support for key sports tourism projects. Encourage social capital to establish a sports tourism industry fund in a market-oriented manner. Coordinate financial institutions to increase credit support for the export of large sports and leisure equipment, and encourage the export of sports tourism equipment.


(4) Increase publicity and promotion. Encourage and support the tourism and sports departments of various places to adopt various forms to strengthen publicity and guide the community to support the development of the sports tourism industry. Focus on fitness and leisure sports, sports events, and national sports programs, and increase the intensity of international publicity and promotion of sports tourism. Tourism and sports departments at all levels should further strengthen cooperation with the media, establish and improve a sports tourism publicity and promotion system that integrates and integrates sports, and actively promote the sports tourism marketing strategy of “regional linkage, departmental alliance, and enterprise cooperation”. Encourage all localities to focus on key sports tourism destinations, boutique sports tourism routes, sports tourism products to do overall image planning and packaging promotion, and constantly innovate sports tourism product propaganda. Adhere to specialization, marketization, internationalization and quality, and enrich the sports tourism content of China Sports Tourism Expo, China International Tourism Trade Fair, Straits Tourism Expo, China Tourism Industry Expo, China International Tourism Commodities Fair, and promote the exhibition of sports tourism industry And the level of exchange and cooperation.


(5) Standardize the market order. Establish and improve the joint supervision mechanism for the operational order of the sports tourism market, and carry out joint law enforcement and daily supervision and inspection according to law.
