Recently, the Ministry of Finance, the Ministry of Housing and Urban-Rural Development, the Ministry of Environmental Protection, and the National Energy Administration jointly held a video conference on the winter clean heating pilot work in the northern region, and deployed pilot cities to clean and warm.

As early as May of this year, the Ministry of Finance and other four departments organized the central government to support the winter clean heating pilot project in the northern region, and selected Tianjin, Shijiazhuang, Tangshan, Baoding, Langfang, Hengshui, Taiyuan, Jinan, Zhengzhou, Kaifeng, Hebi. 12 cities in Xinxiang were selected as the first batch of pilots and approved the implementation plan. In accordance with the guiding ideology of “it is good to be gas, electricity should be electricity, and clean energy should be used as much as possible”, the pilot cities should design a practical and feasible clean heating technology path according to local conditions.

12 pilot cities won a total of 21.9 billion yuan

According to the pilot program, the 12 pilot cities will receive a total of 21.9 billion yuan from the central government in the next three years, and the local finance will invest about 69.7 billion yuan to ensure the smooth implementation of clean heating and renovation. The plan is to attract more than 200 billion social capitals such as financial institutions and enterprises. yuan.

Liu Wei, Vice Minister of Finance: We will not completely adopt the simple method of “factorial method” or “cutting and ordering” in the past, and we will cut the first place and let the place use it in a coordinated manner. "To the key breakthrough, the city as a unit as a whole. We will subsidize 1 billion for two municipalities (annual), 700 million for provincial capitals (annual), and 500 million for other cities (annual). This subsidy is indeed a guiding fund.

According to the implementation plan, the pilot site must complete the “clearing sales number” of urban coal-fired heating in the three-year period and the task of completing most of the transformation in rural areas. The central government will clarify the target tasks and strengthen performance appraisal accordingly.

Vice Minister of Finance Liu Wei: We have a dynamic assessment and final assessment of the overall goal, telling the pilot cities that if we find problems in our annual assessment, the entire subsidy may stop. Even if the final summary of our assessment is problematic, the entire subsidy will be deducted.

Yi Jun, deputy director of the Ministry of Housing and Urban-Rural Development: Ensuring that during the pilot period, the urban main urban area will basically complete the energy-saving renovation of the building with the value of the renovation. The proportion of the existing residential buildings with the transformation value of the counties under its jurisdiction is not less than 80%. The post-building energy efficiency improvement level is not less than 30%.

Liu Baohua, deputy director of the National Energy Administration: give priority support to the pilot cities in terms of power grid construction, gas source protection, gas pipeline construction, gas storage facilities construction, geothermal development, and biomass storage.

At the national level, in conjunction with the preparation of the Winter Clean Heating Program in the North (2017-2021), the Central Government established a planning and production leading group. In the next step, the central government will establish an inter-ministerial joint meeting mechanism to promote clean and warm heating in the northern region, and assume responsibility for promoting clean heating in the next five years.

The smog has brought a lot of inconvenience to the lives of the people. The Party Central Committee and the State Council have attached great importance to the winter cleaning and heating work in the northern regions. In the 2017 "Government Work Report", the task of "complete the use of electricity to replace coal and replace coal with more than 3 million coals" was proposed. Tianjin, as a "2+26" transmission channel city with more serious haze, is accelerating the implementation of this. A job.

The local documents stipulate that this year's coal-fired boilers in the downtown area of Tianjin, the Binhai New Area and the four districts around the city, 35 steam tons and below coal-fired boilers, coal-fired boilers of 10 steam tons or less in other districts will be “cleared”. Tianjin also proposed that from October 2017 to March 2018, the average concentration of PM2.5 in the city fell by more than 25% year-on-year to 70 micrograms per cubic meter.

According to statistics, Beijing, Tianjin and Hebei are also promoting the accelerated generation of coal and gas for coal. Hebei Province has completed 480,000 households, and outdoor projects cover 1.53 million; Beijing's external pipe network has completed 451 villages, with a completion rate of 64%. The installation of the internal cleaning and heating equipment basically realizes the full coverage of the village.

"Last coal is cleared" is a difficult battle. Rural is a difficult point.

In addition to the management of “scattering pollution” enterprises, “disposal of coal” is also an important aspect of clean heating in the north, and it is also “the most difficult bone”. Accelerating the treatment of loose coal can effectively reduce the emission intensity of atmospheric pollutants in the heating season, which is an important part of reducing the occurrence of heavy pollution in winter. At present, there is still a big gap in the management of loose coal in all parts of the country. Nearly 40% of the entire northern towns and more than 90% of the rural areas still use loose coal for combustion and heating. The loose coal is still the main force of rural energy. It has become one of the important reasons for the winter smog in northern China.

According to incomplete statistics, the annual scattered coal in the Beijing-Tianjin-Hebei region accounts for one-tenth of the coal consumption in the Beijing-Tianjin-Hebei region, but the contribution to pollutant emissions has reached about half. To replace loose coal, more than 500,000 rural residents in Tianjin will use natural gas for heating this winter.

In order to control the burning pollution of loose coal in rural areas, and at the same time let the residents enjoy the convenience brought by clean energy, this year, based on the implementation of “electric coal” in all agriculture-related areas, Tianjin started the “gas-to-coal” project to satisfy residents’ cooking. Hot demand for heating in winter. At present, the construction of outdoor supporting gas facilities and pipe network in Tianjin Baodi, Wuqing and Zhangzhou districts is intensifying construction. It is expected that all construction will be completed before the arrival of the heating season in November.

However, in the past few years, due to factors such as the availability of loose coal and relatively low cost, it is difficult to prohibit coal in rural areas. Even if government subsidies are free to install clean heating equipment, the situation of loose coal re-burning occurs from time to time. In order to guide farmers to use clean energy, the government economically subsidizes farmers.

Wang Xiuying, head of the Energy Division of the Development and Reform Commission of Baodi District, Tianjin: In order to control the pollution caused by burning loose coal, this year, the Ministry of Environmental Protection will also vigorously strengthen the management of loose coal, and the supervision of loose coal will start from the source.

Liu Bingjiang, Director of the Department of Atmospheric Management of the Ministry of Environmental Protection: From the sales side of the coal, the supply side of the sales side is focused on eliminating the loose coal sales outlets and prohibiting the inflow of loose coal. In the next stage of the inspection process, the coal quality of the coal-distributing enterprises will be spot-checked, and the illegal operation of coal and the sale of unqualified coal will be publicly disclosed and investigated according to law.
