Create a demonstration base for renewable energy heating in Zhangjiakou. Promote wind power heating pilots in Chongli District and Shangyi County, actively promote the implementation of renewable energy electric heating projects in Zhangbei and Wuyuan, and encourage the implementation of dry hot rock heating demonstration projects in the Economic Development Zone of Zhangjiakou City, and strive for 2017 By the end of the year, the renewable energy electric heating area will be more than 10 million square meters. Encourage all localities to accelerate the development of intelligent heating, and realize the informationization of energy efficiency systems such as heat sources, pipe networks, and thermal user terminal metering devices. By 2020, heating enterprises with heating area of more than 2 million square meters will basically support the construction of smart heat network dispatching system, and the unattended heat exchange station will reach more than 90%.


The plan proposes to strengthen the supervision of heating operation and operation, establish an industry access and exit mechanism, and improve the heating support capacity. Make full use of market mechanisms, support and encourage social capital to participate in the construction and operation of heating facilities, accelerate the marketization process of the heating industry, and follow the principle of “who invests, who operates, who benefits, and who bears risks” Construction and operation as a franchise project are open to the public bidding, so that enterprises with advanced heating technology and strong strength become the investment mainstay of heating facilities construction.
