In order to further improve the energy efficiency of buildings and the development level of green buildings, the Ministry of Housing and Urban-Rural Development of Hebei Province issued a notice recently requesting that the construction of the construction drawing design review in the administrative area of Hebei Province be started from May 1, 2017 (including reconstruction and expansion). The residential buildings are all subject to 75% energy-saving standards; new (including alterations and extensions) of civil buildings (including residential buildings and public buildings) are subject to green building standards.

In recent years, all parts of Hebei Province have carried out pilot demonstration work on the implementation of “Energy Conservation Design Standards for Residential Buildings (75% Energy Conservation)” and “Green Design Code for Civil Buildings”, which have achieved good results and now have the basis and conditions for comprehensive promotion. The Department of Housing and Urban-Rural Development of Hebei Province has clearly defined that the full implementation of the 75% energy-saving standards and green building standards for residential buildings is a major measure to adapt to the coordinated development requirements of Beijing-Tianjin-Hebei and promote the development of new-type urbanization. The competent departments of housing and urban construction at all levels and the competent departments of urban and rural planning should consciously enhance their sense of responsibility and urgency, clarify the division of responsibilities, establish a coordinated and coordinated working mechanism, and ensure a smooth transition and orderly connection between new and old standards. It is necessary to focus on the responsibilities of market entities such as construction, design, drawing review, construction, and supervision, and ensure that standards are implemented. If the key links such as construction drawing review, construction permit, completion acceptance and filing are strictly not met, the construction drawing design review shall not be carried out, and the construction permit and completion acceptance registration procedures shall not be processed. Increase the intensity of supervision and inspection, and order the violation of the standard requirements to rectify within a time limit. At the same time, we must improve the system and strengthen support. It is necessary to organize the design depth requirements and the construction drawing review points, which are suitable for the technical personnel to better grasp and implement. Encourage the use of professional software, BIM technology, etc. to carry out design and construction drawing review to improve work efficiency and quality. Carry out scientific and technological innovation, strengthen the research and development of new technologies, new materials, new products and new processes, and provide strong technical and industrial support for the implementation of standards.
